I was thrown by assuming that if I started httpd from the command line then it would inherit that path. Here are a few diagnostic tips that helped me along the way: Try the CLI command: php -m and see that the command line version loads all the modules you asked for.
It lies - it really does find that dll, but it must have failed on the dependency of libmysql. I am using Windows 8 x64, running Apache 2. Everything just plain works with no hassle and no hunting down dll files over google. Just a note It might be important you include the absolute path to the php. If you were unable to download, then it may have been a temporary issue with the file host mediafire.
It is also possible that your ISP or institution has blocked mediafire. The file is located in the directory where you installed PHP eg. Remove the semicolon and append your timezone eg.
